The direct cause of any accident is either a negative attitude or a mental handicap which might
have preceded the accident such as:
Failure to use safety equipment Unsafe loading
Using equipment unsafely Taking unsafe position
Operating without authority Repairing or oiling machinery in motion
Operating at an unsafe speed Horseplay
Using unsafe equipment Making safety devices inoperative
Unsafe acts are the result of: lack of knowledge; improper attitude, and; physical or mental
handicap among workers. There is a need to utilize the economic as well as the humane aspects of loss
control in motivating people to be safety or loss control conscious.

Behavior Based Safety – What is it?
• An excellent tool for collecting data on the quality of a
company’s safety management system.
• A scientific way to understand why people behave the way they
do when it comes to safety.
• Properly applied, an effective next step towards creating a truly
pro-active safety culture where loss prevention is a core value.
• Conceptually easy to understand but often hard to implement
and sustain.
Behavior Based Safety – What is it not?
• Only about observation and feedback.
• Concerned only about the behaviors of line employees.
• A substitution for traditional risk management techniques.
