51 Module 4: Disaster Management Loss Control Management (LCM)
Disaster Response provides actions that give importance to activities during the actual disaster
response operations such as:
• Needs assessment
• Search and rescue operations
• Relief operations
• Early recovery activities
The goal of Disaster Response is to provide life preservation and meet the basic subsistence
needs of affected population based on acceptable standards during or immediately after a disaster. The
objective of Disaster Response is to decrease the number of preventable deaths and injuries, provide
basic subsistence needs of affected population, and immediately restore basic social services.
Disaster Rehabilitation and Recovery
Rehabilitation measures that ensure the ability of affected communities and/or areas to restore
their normal level of functioning by rebuilding livelihood and damaged infrastructure and increasing the
communities’ organizational capacity.
Recovery is the restoration and improvement of facilities, livelihood and living conditions of
disaster-affected communities.
Disaster Rehabilitation and Recovery covers the concerns related to:
• Employment
• Livelihood
• Infrastructure
• Lifeline facilities
• Housing
• Resettlement
The goal of Disaster Rehabilitation and Recovery is to restore and improve the facilities,
livelihood and living conditions and organizational capacities of affected communities, and reduce
disaster risks in accordance with the “build back better” principle. The objective of Disaster Rehabilitation
and Recovery are as follows:
• To restore people’s means of livelihood and continuity of economic activities and business
• To restore shelter and other buildings/installation
• To reconstruct infrastructure and other public utilities
• To assist in the physical and psychological rehabilitation of persons who suffered from the
effects of disaster.
