               Off-the-Job Safety Policy
                       A written statement indicating management’s concern in
               preventing off-the-job accidents, injuries, and deaths. May not be

               required in small organizations where communications is excellent
               and other management policies are not formally documented.
                       For example: A written policy statement concerning off-
               the-job safety should be in the occupational safety policy
               statement signed by the top organization official.


               Estimate of the Off-the-Job Injury Cost
               The cost of off-the-job injuries to an organization falls into the following three categories:
                   •   Direct cost of off-the-job disabling injuries
                          ‒  Wages paid to injured workers while

                              non-productive.
                   •   Indirect cost of off-the-job disabling injuries
                          ‒  These cost can range from one to 10
                              times direct cost depending upon the
                              type of organization involved. A

                              conservative estimate would be an
                              amount equal to the value of wage
                              losses.
                   •   Insurance cost
                          ‒  Organizations that are insured by an
                              outside carrier should use the premiums
                              paid on that promotion of health and
                              accident policies that cover accident

                              experience. Organizations that are self-insured should take the amount of claims paid for
                              the off-the-job injuries plus the cost of administering their program.

               Steps to start Off-the-Job Safety Program

                   •   Gain management’s commitment and an operating budget;
                   •   Determine the magnitude of the organization off-the-job accident, injury, and fatality experience
                       requires analyses of relevant data. Various methods and source of information on off-the-job
                       accidents are available to an organization.

                   •   Tailor the off-the-job safety program to the particular needs of your organization. The location of
                       the plant site, its environment, and the special interests of employee groups such as swimming,
                       boating, mountain climbing, cave exploring, hunting, camping, or flying are factors that can help in
                       selection of topics and activities.
