97 Module 12: Product Safety Management Loss Control Management (LCM)

               Program Auditor

                   • Program Audit is perhaps the most important factor in a successful product safety management
                       program.

                   • Program Auditor can be a private consultant or an insurance company product safety or loss
control specialist, a company’s PSM program probably be most effective if the program auditor is
a member of a company management.

               Responsibilities of a Program Auditor
                   • The Program Auditor may also serve as the Program Coordinator; this depends on the needs
                       of the company.

                   • The Program Auditor’s main duty is to evaluate the organization’s PSM program activities in
relation to actual and potential exposures. This evaluation determines how the organization can
prevent product-related losses by comparing what is currently being done against what should be
                       done.

               The Loss Control

                   • The Loss Control Evaluation is a review of a company’s product safety efforts compared to
what the company should be doing.

                   • In a typical example, based on this evaluation, the organization establishes a safety and health

program and identifies and initiates appropriate safety procedures.

                   • This set of procedures defines the scope of the program and indicates who is responsible for
                       which tasks.

               Product Audit
On the other hand, involves determining if, in fact, the procedures are being followed. Many times
this distinction is overlooked or becomes an important because the Product Safety Manager evaluates,
audits, and recommends necessary changes on a continuing basis. Formal
evaluations, of course, can be performed periodically by the product safety

               manager and/or safety committee.

               PSM PROGRAM AUDITOR’S DUTIES

                   1. Must determine the organizational ability to manufacture safe, and
                       reliable products.

                   2. Must evaluate its capabilities to control existing product exposures,
eliminate potential exposure and identify uncontrollable exposure.
